[edit] Geography

Garany is a temperate land. Its northern reaches are tundra, covered in permafrost and generally inhospitable, though some indigenous peoples live there. The middle regions of the country are cool, but very arable and are heavilly farmed. The Harlen mountains run north to south along the eastern shores of Garany and have been mined for centuries by the peoples of Garany. Darklingscourse is an example of a very old mining operation near Harlwight that the party recently learned had been reopened in a clandestine operation of some sort.

[edit] Peoples

Garany is home primarily to humans and dwarves, but a large number of gnomes and halflings live in their own ghettos and rural communities. Elves are not rare either, but are almost exclusively found in more metropolitan areas, and have only more recently found welcome in Garany, due to past tensions with Salinor.

The gnomes had been enslaved regularly prior to the end of The Great War, though since the end of the war effort, gnomes have quickly gained status as full members of Garrish society. Some still harbor resentment, given their long generations, but open contempt is found rarely outside of certain rural communities.

[edit] History

Garany was the central battlefield in The Great War. At that time, an area in the north-east was claimed and kept by the elves of Salinor, including Ellisindale and the surrounding forrests.

Garany eventually forged an alliance with Salinor and successfully repelled Kadaras. Since that time, Garany has seen long lasting peace.

[edit] Government

Garany is governed by a constitutional monarchy. The current monarch is King Otto II, part of the Farish line, which has ruled for the last 400 years. Lord Arun Tobian is the head of parliament and serves on The High Council.

While in the past — particularly during times of war — the king has weilded greater power, the High Council and the parliament are generally considered to do most of the work ruling the country.

[edit] The High Council

The High Council is made up of loosely regional lords of noble heritage. They are nominated by the king and voted in by the parliament. However, the parliament is not shy about denying nominees they do not want. Instead, the High Council itself weilds great power in the nomination process, and because the High Council is made up of people with noble blood and significant regional control, nominations are often forced in order to pacify elements that would otherwise be a threat to the current monarchy.

The precise size of the High Council varies, but is currently made up of twelve lords.

There is also a much larger "low" Council, which serves in a largely advisory role. It is also populated by those of noble blood, and serves as a place where family and political allies of High Council members find work and fight for power.

[edit] Parliament

Parliament is elected by all land holding heads of households in a popular vote. It is made up of 220 members. While noble blood is not required, many nobles choose to work in parliament, often as a precursor to a bid for a position on the High Council. The head of parliament is elected by parliament from the High Council. The head of parliament sets the agenda and wields a tie-breaking vote, and generally wields a great deal of power there.
